Dear Member(s) of Parliament,
I am writing to you to share my concerns about Comprehensive Sexuality Education (CSE). The United Nations (UN) and advocacy groups like AWARE have been recommending the government to adopt CSE. CSE does great harm to children.
The UN wrote the International Guidance for Sexuality Education (ITGSE), which instructs governments about how to implement CSE curriculums.
A Summary of Harms in CSE
- Inappropriately emphasises sexual pleasure to children
- “describe ways that human beings feel pleasure from physical contact (e.g. kissing, touching, caressing, sexual contact) throughout their life.” (Pg 70, 9-12 years)
- Normalises sexual fantasies and ignores the harms
- “State that sexual feelings, fantasies and desires are natural and not shameful, and occur throughout life” (Pg 70, 12-15 years)
- Normalises masturbation among children
- “explain that many boys and girls begin to masturbate during puberty or sometimes earlier (knowledge); acknowledge that masturbation does not cause physical or emotional harm but should be done in private.” (Pg 71, 9-12 years)
- Introduces sexting while never describing it as a bad practice, and seems to suggest that not all porn is harmful
- “describe what sexually explicit media (pornography) and sexting are” (Pg 57, 9-12 years)
- “Sexually explicit media and images can be sexually arousing and potentially harmful” (Ps 57, 12-15 years)
- Normalises “non-traditional” structures like same-sex marriage
- “Describe different families and respect them. (e.g. two-parent, single-parent, child-headed; guardian-headed, extended, nuclear, and non-traditional families)” (Pg 38, 5-8 years)
- Teaches students to affirm and respect transgender identification, and to question their own gender identity
- “Appreciate their own gender identity and demonstrate respect for the gender identity of others.” (Page 50, 9-12 years)
- Teaches how to advocate for LGBTQ policies
- “advocate for local and/or national laws that support human rights that impact sexual and reproductive health” (Pg 47, 15-18 years)
- Teaches that the only appropriate response to prejudice is to affirm LGBTQ lifestyles
- “recognize that all people should be able to love who they want free from violence, coercion or discrimination. demonstrate ways to show support for people experiencing homophobia or transphobia” (Pg 50, 15-18 years)
- Teaches how to advocate for positive portrayals of LGBTQ lifestyles
- “Propose ways in which the media could make a positive contribution to promoting safer sexual behaviour and gender equality” (Pg 62, 15-18 years)
- Teaches that personal values are beneath individual autonomy
- “identify ways that personal values might affect the rights of others” (Pg 46, 12-15 years)

Assurance of the Government
We are grateful that the Government is determined to protect children by teaching them that natural families are to remain the foundation of our society.
“The Sexuality Education Curriculum in MOE schools respects the primary role of parents and reflects the national posture on the heterosexual family as the basic unit of society. The curriculum remains secular and based on research and evidence. It is focused on age appropriateness and the developmental needs of the child when touching on topics such as homosexuality.” ~ Minister Masagos Zulkifli, 29 November 2022
Conclusion
I look forward to partnering with the government to protect children from harmful ideologies that lead to sexualisation and gender confusion.
I am looking forward to your reply.
